Regular Agenda

1. Hazard Mitigation Plan Update — Adoption

Adoption of the 2026 update to the multi-jurisdictional all-hazard mitigation plan.

FEMA has issued an Approvable Pending Adoption letter for the 2026 update. Adoption by the County Board and by each participating jurisdiction is required before FEMA will issue final approval, which in turn preserves eligibility for hazard mitigation assistance funding.

Recommendation: Adopt the resolution approving the 2026 hazard mitigation plan update.

Fiscal impact: None. Plan development was grant funded.

2. Broadband Expansion — Joint Powers Agreement with Dodge County

A joint powers agreement to pursue border-to-border broadband grant funding.

The agreement establishes a joint powers board with Dodge County to apply for and administer Minnesota Border-to-Border Broadband Development Grant funding for unserved and underserved areas along the shared county line. Each county contributes $75,000 as local match.

Recommendation: Approve the joint powers agreement and authorise execution.

Fiscal impact: $75,000 County share from the ARPA reserve.

3. Sheriff’s Office — Body-Worn Camera Data Retention Policy

Adoption of a retention schedule for body-worn camera data.

Adoption of a retention schedule for portable recording system data under Minn. Stat. § 13.825. Data not subject to a longer retention requirement is retained for 90 days; data documenting the use of force, or that is the subject of a complaint, is retained for a minimum of one year.

Recommendation: Adopt the retention policy.

Fiscal impact: Storage cost estimated at $38,000 annually.
