2. Purchase of Service Agreement — Supported Employment Services

Renewal of a purchase-of-service contract for supported employment services.

Renewal of the purchase-of-service agreement for supported employment services for adults with disabilities, for the period January 1 through December 31, 2027. The provider has met all performance measures in the current term. Rates are set by the Department of Human Services.

Recommendation: Approve the agreement and authorise the Chair to execute it.

Fiscal impact: $1,284,000, of which $1,010,000 is state and federal reimbursement.

Change order for unsuitable subgrade material encountered between stations 118+00 and 131+50.

Unsuitable subgrade material was encountered over approximately 1,350 feet. The change order covers excavation, geotextile separation and granular backfill. The unit prices are those bid in the original contract.

Recommendation: Approve Change Order No. 3 in the amount of $187,400.

Fiscal impact: $187,400, within the project contingency.

1. Conditional Use Permit — Hillcrest Solar Garden, Section 14, Cascade Township

A 4.9 MW community solar garden on 32 acres of agricultural land.

The applicant seeks a conditional use permit for a 4.9 MW AC community solar garden on a 32-acre parcel in the AG district. The Planning Advisory Commission held a public hearing and recommends approval subject to eleven conditions covering setbacks, screening, decommissioning security, drainage and road haul agreements.

Six written comments were received. Four raised concerns about glare and drainage; both are addressed by conditions 4 and 7. The decommissioning security is set at 125% of the estimated cost, indexed every five years.

Recommendation: Approve the conditional use permit subject to the eleven conditions recommended by the Planning Advisory Commission.

Fiscal impact: No County cost. Applicant pays all review fees.

1. Opioid Settlement Funds — Spending Plan Amendment

Amending the opioid settlement spending plan to fund two recovery navigator positions.

The amendment redirects $412,000 of opioid settlement receipts from the unallocated reserve to fund two recovery navigator positions for a three-year pilot, embedded with the crisis response team. The expenditure is an approved use under the settlement's Exhibit E.

Recommendation: Approve the amended spending plan.

Fiscal impact: $412,000 from opioid settlement receipts. No levy impact.

Presentation of the annual comprehensive financial report and the auditor’s communication to those charged with governance.

The independent auditor will present the annual comprehensive financial report for the year ended December 31, 2025, together with the required communication to those charged with governance. The opinion is unmodified. No material weaknesses were identified; one significant deficiency relating to segregation of duties in a decentralised cash receipting location is reported, with management's response.

Recommendation: Receive and file.
